Expanding Pay-for-Performance Apprenticeship Systems
States play a critical role in expanding Registered Apprenticeships. AFA with the American Institutes for Research is leading a national initiative to help states design and implement Pay-for-Performance apprenticeship funding systems that reward outcomes and create sustainable financing for apprenticeship growth.
This initiative supports states’ transition from short-term grant funding to durable financing models that incentivize employer participation and scale registered apprenticeship opportunities.
Supporting State Innovation
Working with policymakers, workforce agencies, and employers, AFA will support select states by:
• Designing outcome-based apprenticeship funding models
• Developing model legislation and policy frameworks
• Supporting peer learning across states
• Building evidence on effective apprenticeship financing models
These efforts help create scalable apprenticeship systems that connect workers to high-quality Registered Apprenticeships while helping employers develop the skilled workforce they need.
