Over the past 20 years, Sarah has worked with workforce boards, employers, industry associations, community colleges, public agencies, nonprofits, and foundations as a consultant, grantmaker, researcher, and policy analyst. Most recently, she was Managing Director of the Partnership to Advance Youth Apprenticeship at the non-partisan think tank New America. She previously served as Co-Director of the Workforce Matters Funders Network, was on the leadership team of the National Skills Coalition, led the workforce development grantmaking portfolio at the Greater Washington Community Foundation, advised governors and state agency leaders at the National Governors Association Center for Best Practices, and was a fellow at the Ray Marshall Center for the Study of Human Resources. Sarah is a graduate of the University of Texas at Austin and earned a masters degree from the Lyndon B. Johnson School of Public Affairs.

Karitsa Holdzkom’s work focuses primarily on providing technical assistance to agencies around key workforce development policies and funding sources available to support them. Ms. Holdzkom also leads work on the Transit Workforce Center’s national apprenticeship network, the American Transit Training and Apprenticeship Innovators Network (ATTAIN). She has programmed and executed national meetings and webinars for ATTAIN and helps agencies address workforce development challenges unique to various frontline transit occupations.
